Outlook 2003 and Terminal Server Safe Mode Issue

We have a Windows 2000 terminal server and Outlook 2003(SP3). Everything has
been fine untill about 2 weeks ago. When anyone RDCs in to the terminal
server and clicks to open Outlook, they get the popup "Outlook Failed to
start correctly last time.... Do you want to start in safe mode? Yes or No
(buttons)".

I have tried all of the knowledge base solutions to no avail. Is there and
Office SP3 hotfix or another fix for this?
