Outlook 2003 attachments read only

I have a user who cannot open e-mail attachments without them being
read-only. He is not opening them from the reading pane, he's opening the
e-mail, then opening the attachments. This seems to be happening to all
attachments, regardless of type. Anything I've seen online has only
indicated that this happens when opening from the reading pane. Has anyone
ever seen this happen?
