Below you will see the wonderful response I have received from my ISP regarding this issue. They have passed the buck to Microsoft, yet I see it may be somewhat of a common problem based on searching this thread. Any assistance is greatly appreciated

I have verified my settings on my smtp outgoing set up. Additionally,
I extended the server time out to 5 minutes. Still, I am having issues
sending any attachment above 10k. The broken attachment option does
not apply in the outlook version I have, or at least based on the
instructions you supplied below

p.s. here is the what my errors shows when I try to send
Task '- Sending' reported error (0x8004210B) : 'The
operation timed out waiting for a response from the sending (SMTP)
server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).

Below are two basic NetZero configurations required in all e-mail programs
1. Your e-mail address: Your e-mail address is your Member ID followed b

2. POP3 and SMTP Mail Server Name Settings
POP3 (Incoming mail): pop.netzero.co
SMTP (Outgoing mail): smtp.netzero.com Before opening your E-mail
program to read or send mail, ensure that you are connected to NetZero

server time out
To increase the server time out setting

Go to Tools menu, click on Accounts
Under the Mail tab, click once on your NetZero member-id to highlight
it and then click "properties"
Under the "Advanced" tab, under "server timeouts", click and drag the
bar onto the right to increase the timeout
Click "ok"

= If you are still facing problem in sending attachments, you can use
the break attachments feature
To Break attachments
----------------------

messages greater than" box and specify the size
