Outlook 2003 Backup tool won't install/function. Any hints?

Tried installing, button doesn't appear, tried uninstalling, uninstaller
can't find app. Tried reinstalling, can't until unistaller is successful.
Any one know how to get out of thisloop and get Backup to run on Outlook 2003?

Try Help, Detect and Repair in Outlook. If that doesn't work, you might have
to uninstall Outlook, reboot, reinstall. BTW, there is no "backup button"
when you install pfbackup. Backup will be on the File menu.
