OutLook 2003 BetaTR - Read receipts issues

Read Receipts being sent when either "prompt before sending" or "send
no receipts" are selected. Is there a registry setting to turn off
sending receipts? Had hoped this would disappear in the TR but just
got a canned list replay to a digest I read and deleted. Pretty
frustrating.
