Outlook 2003 blocked pictures

Our manager sent out an email with a attached picture. Out of 23 employees,
I am the only one that the picture came with an "X" no option to download
pictures, no right click option. Nothing. We compared the Tools-Options,
tabs, and we are set up the exact same, however my pictures or screen shots
are blocked why?

I have tried to change the download pictures under security and that didn't
work...please help.
