Outlook 2003 Blocking all emails except those on specified lists

I have set the Junk Email Options to "Block all emails except those on the
'acceptable senders' and 'acceptable recepients' lists and have added all my
contacts to these two lists. BUT I still get lots of Junk Email delivered to
my Inbox that the sender IS NOT listed on either list. Why? It appears that
this option does not work at all. Thanks in advance for any help, Jim.
