Outlook 2003 blocks images

There is no option to load images with right-click and no Infobar.
After viewing message with Outlook Web Access and choosing to "Unblock
Content", the images then show up in Outlook. The Outlook option "Don't
download pictures..." is not selected.
I've uninstalled and re-installed with no help.
Any Ideas?
