outlook 2003 Bug?

couple days ago I sent an email to our users with approval request (voting
buttons) and Microsoft Outlook 2003 somehow marked the email as approved (in
the traking tab) even the users have never approved.
Later I noticed that in 'Tracking Tab' the approval date is prior to the
date the email was sent.
the Users pissed.... I might get fired..... what the ...?

How Could It Happened?

Hard to say - the most common reason for that is that the user, or a
rule/auto-process on the user's side, approved the message. The time
differences could be due to time zone issues, or an incorrectly set system
clock. Or maybe a delegate of the user approved it.

In any event, you should post this question in one of the Outlook
newsgroups. This group is for support of OneNote.
