outlook 2003 business contact manager

I am trying to install outlook 2003 with business contact manager but when I
try to open outlook it says to add a data file by double clicking on the mail
icon in control panel. when I do this the only thing it will allow me to do
is select bcm. BCM says it cannot connect to the database engine. Does
anyone have any idea of what I need to do. I got this computer through work
and I havn't got the disks. HELP!!!

Can I get you to go to start > run > services.msc , check if the Microsoft
SQL services is set to started and running
