outlook 2003 - business contact mgr does not load properly

When I want to open outlook 2003, I receive an error message stating that
business contact manager did not load properly and asks if I would like to
reboot in safe mode. Whether I answer yes or no I am sent to a continuous
loop or re-atarts and re-boots for outlook 2003. Is there a cure?
