Outlook 2003 cache mode Global Address List problems

We have an Exchange 2000 setup with multiple Global Address Lists that
we control access to with permissions. I am noticing when using
Outlook 2003 in cache mode only, the entire contents of all Global
Address Lists are showing up. When cache mode is turned off, then the
proper Global Address List shows up. Does anyone know why this is
happening and what the fix might be?
