Outlook 2003 cached mode - Attachments Missing?

Hello all,

My office retrieves email from a remote Exchange 2003 server. All clients
are configured to connect using HTTP/RPC using SSL and basic auth.
Additionally, all clients are set to run in cached mode.

I have a single user (let's call this User A) who periodically complains
that he is not getting the attachments sent from one other user (User B) in
the office. When I go and check it is exactly as User A described it. All
other attachments from other users during the same time frame are available.
Attachments from User B are not. However, Outlook is aware that there is an
attachment and will show the attachments as faded or translucent. It will not
allow User A to download the attachment. If I disable cache mode User A can
access the attachment. Further, if I recreate the OST file User A can access
the attachment(s) from User B. Even new attachments sent by User B after the
OST file recreation. But, within a week or two the problem resurfaces for
User A. The problem is again between the same two users (A & B). User B does
not have this problem with anyone else.

I have checked every setting I can think of on both clients. I have verified
that User A is configured to download full items including attachments and
that there are no size limitations.

Anyone have a clue what could be causing this? Why would it only be
happening between User A and User B?
