Outlook 2003 calendar event - Always recurring, can't create a non recurring event

I now have two users with the same issue. Everyone is using Office 2003 SP1
or SP2 with Exchange 2003 sp2.

We have a couple of resources setup (meeting Room 1 and meeting Room 2).
When two of my users create an event and set one of the resources as the
resource for the event they get a message back stating that the resource can
not except recurring events. The users are not selecting recurring event,
the remove recurring event button is grayed. I can not figure out what is
going on with these two accounts. So far only these two are having this
difficulty. I have looked over their setup, one of the users was on sp1 and
I upgraded them to sp2, but they have the same issue, so the service pack
did not make a difference.

The rest of the office can set resources for events with out issue.

Does anyone have any ideas as to what might be going on with these two
accounts?
