Outlook 2003 Calendar Sharing

Hi,
We are currently using Office 2000, a large reason we
never upgraded to XP is because the owners Secretary
needs to see his calendar and since we are not running
exchange and the Free/Busy site and variations that I
have tried were not as stable or dependable as Outlook
2000's net folders have been for us. Does anyone have a
working knowledge of Outlook 2003 and can you tell me
what provisions there are for calendar sharing and how
easily used they are for an organization without Exchange?
