Comcast is my ISP and suddenly I could no longer send emails, only receive.
After several hours of troubleshooting, the problem was solved with Brian
Tillman (MVP-Outlook) post with this link to Comcast's FAQ

Note that the FAQ is written for Outlook 2007 but also worked for 2003 in my
case. Also note that you cannot merely change the outgoing server port from
25 to 587. As shown in the FAQ, I had to also check the box requiring
authentication under the Outgoing Server tab.
