Outlook 2003 - "cannot copy the items..."

I am using Outlook 2003 with Exchange 2003. When attempting to copy a public
folder to the favorites folder, I get this message:

"Cannot copy the items. You do not have the permission to create a
subfolder under this folder..."

How to I fix this in Exchange?
