Outlook 2003 cannot create email account

I am installing Outlook 2003 on a new machine. The machine is on a SBS
2003 domain. The Outlook install seems to work but when I go to the
Mail control panel and click on "Email Accounts..." nothing happens. I
have uninstalled and reinstalled Outlook 2003 and it doesn't make a
difference.

This actually happened on two separate machines so there may be
something else going on but I haven't seen anything on Google or at
Microsoft.

Any suggestions would be appreciated.
