Outlook 2003 cannot create email account

I am installing Outlook 2003 on a new machine. The machine is on a SBS
2003 domain. The Outlook install seems to work but it doesn't go
through the initial account setup. When I go to the Mail control panel
and click on "Email Accounts..." nothing happens. When I try to create
an email account using the Tools menu I get a similar result. I am
installing as Admin. I have uninstalled and reinstalled Outlook 2003
and it doesn't make a difference. I've done alot of Outlook installs
and never run into this before.

This actually happened on two separate machines on the same domain so
there may be something else going on but I haven't seen anything on
Google or at Microsoft.

Any suggestions would be appreciated.
