Outlook 2003 - cannot download email with attachments

Hi, Outlook stalls when downloading POP mail with attachments of 1mb or
more. I've turned off all AV software, firewalls, etc. - no difference.

When you hit send/receive it gets to a certain point in the download - maybe
60kb or so and then just sits there.

Any ideas?
