Outlook 2003 cannot send emails. they sit in outbox

Hello

Outlook 2003 cannot send emails from multiple PCs on our network at the
moment. They just sit in the outbox and do now sned and get moved to sent
items folder as they should. I have done some research on this and the only
things that look like they could have caused this issue is antivirus scanning
outgoing mails and a plugin marking emails in outbox as read. I have looked
into these posibilities and neither are applicable to our network. we are
running Office 2003, Exchange 2003, Win XP, Server 2003

Any help would be greatly apreciated!
