Outlook 2003 cannot view E2K Public folder

Outlook 2000 clients display E2K public folder. But Outlook 2003 (SP1)
cannot display same E2K public folder.
We get following error message:
"Unable to display folder. Microsoft Office Outlook could not access the
specified folder location. The operation failed."

What is the problem?
