Outlook 2003 can't display HTML+Photo sent from Outlook 2007

- using Outlook 2003
- able to receive HTML email with photo attachment composed/sent from
Outlook 2003
- unable to receive HTML email with photo attachment composed/sent
from Outlook 2007 but can received the HTML part, not the photo part.
- able to received plain text email with photo attachment composed/
sent from Outlook 2007

Anyone encounter this before? or how to enable the Outlook 2003 user
to be able to received HTML email with photo attachment composed/sent
from Outlook 2007.
