Outlook 2003 can't find Exchange or outlook.ost file then closes.

Outlook 2003 looks for an exchanger server. When it can't find one, it looks
for an offline outlook.ost file, which it also can't find. The only option
provided is to click "OK," which immediately closes Outlook, preventing any
chance to change the settings. I have uninstalled and reinstalled outlook
and it did not help.

How can I open Outlook 2003 and change the settings?
