Outlook 2003 - Can't send emails with attachments

About a week ago I got an email with a big attachment stuck in my outbox. I
went offline and deleted the email. Now all I can do is send emails without
attachments. Anytime I try to send an email with an attachment, I get a
timeout error. I can send emails with attachments via my web email. I also
have Norton 2004 but scanning outgoing emails is turned off. Any suggestions?
