Outlook 2003 can't send messages

My outlook 2003 setup receives Pop3 mail fine and I can send a Test message using the 'Test Account Settings' button in the 'Internet E-mail Settings (POP3)' pane but when I try to send a real message I get the following System Administrator message....

'The following recipient(s) could not be reached:

'recipient name' on date/time
550 Recipient Not Authorised [recipient rejected due to no authorised destination groups]'

What causes this and what is a 'destination group' anyhow?
