Outlook 2003 - Client Visual Configuration.

I'm sorry is this request has been posted elsewhere but searching on here
and on www.deja.com has been fruitless for me.

I have a new server installation I am about to do and at the moment I have
done a server install of Outlook 2003 and I'm firing it out over a group
olicy for installation. This all works fine!!!

The problem I am trying to figure out is.... In the Outlook view, I want to
make sure that certain buttons and menues are not available to users, but so
far I seem unable to do this.

I have downloaded tools from the Office Resource Kit, but there does not
seem to be anything there that allows editing of the Outlook 2003 menu
system.. or... am I missing something really basic here?

I know it has to be something simple that I'm missing, but I seem to have
moved into the loop pattern where no matter what I do or try, it's
failing!!!
