Using Outlook 2003 (11.5608.5703) to download messages from our POP3
server, Outlook retrieves all messages it's informed of but only
deletes the first two of them before quitting a session. Here is an
example log:

There is nothing special about the first three messages in the
mailbox at the time. Next session, the same pattern repeats starting
with the third message above and involving two more after the last
one read in this session.
We have experienced this same misbehavior when talking to our POP3
server with several installations of office 2003 on both Win2k and
XP systems. Win2k that produced above example had started out at
SP4 and windows update service run successfully against system and
office after install and again just before posting this.
Outlook is configured to never save anything on the server no matter
what. On its first session with our server this particular Outlook
tried UIDL and TOP commands, was blown off, and has never tried them
again.
I don't see any way in which our server could be responsible for this
and would really like to find out what is broken with Outlook as
several of us have been installing it so our customers may start
actually *using* Outlook 2003
