Outlook 2003 constantly(it seems) synchronizes folders

On my recently retired computer Outlook 2003 would bog down the entire
system whenever it would start synchronizing folders. This could go
on for 20-30 minutes and sometimes even longer. During this time,
email downloads from the pop3 server would slow to a crawl...27 bytes
of 37KB, 92 bytes of 37KB, 123 bytes of 37KB, etc etc etc. As soon as
the synchronization stopped, the download speed for the email
remaining on the POP3 server would accelerate tremendously.

I suspect the problem has something to do with the fact that there are
over 400 messages in the inbox and 400 in the outbox. I've read that
Outlook has problems with .pst files larger than 2GB.

My question relates to what I should do on my new computer. I would
like my girlfriend to be able to look back through her old emails(sent
and received), but I'm reluctant to import that probably very
huge .pst file from the old computer. I don't want to have the
synchronization slowdown crop up so soon on this fresh installation of
Outlook 2003.

Could I import the .pst file(the massive one from the old computer)
into Outlook Express (on the new computer) and let her use OE to read
and or search through her old messages? Is there a stand-alone
utility program that reads monstrous .pst files and allows searches?

What can be done as time passes on the new computer and the new
Outlook 2003 installation? Should I export the inbox and outbox
folders every few months to a .pst file and then use some other
program to read those .pst files? After I have exported the folders
to .pst files, is cleaning up the Outlook 2003 installation just a
matter of deleting all the files in the inbox and outbox folders?
