Outlook 2003 contacts not available when creating new mail

[geek wanna be]

I am running Outlook 2003 (not connecting to exchange). I have over
300 contacts that who up under contacts. However, when I go to create
a new mail, then to pick the addresses under the 'To' button, no
contacts show up.

All contacts are stored locally under the user profile.

any ideas?
