Outlook 2003 Corrupts single web file .mht attachments

Repeated attempt to attach various .mht (single file web page) attachments
results in recipient, also using Outlook 2003, receiving a unusable file
appearing as a small yellow envelope icon in the "Attachments" field of the
reading pain. This even occurs when the e-mail with .mht attachment is sent
to self.

Not a solution.

My recipients may or may not know what to do with zipped files.

This is some configuration problem. Other installations of XP that I am
using are able to send attached single web, .mht with no corruption. My
workaround involves sending excel files to another computer, saving them as
..mht, e-mailing them back
to the affected computer and 'forwarding' them with attachments to my
recipient
list.

I am not satisfied with work-arounds.
