OUTLOOK 2003 Delayed Send

have a EU that tried to setup a delayed sent after work hours. My question
is does the EU need to be logged into the network and outlook have to be
connected to the exchange server to be able to send it at the appropiate
time? I have told the EU that this must be the case, but the EU wants me to
provide independant opinions for her. Thanks much.

If you're using Exchange as your delivery location, you should not need to
have Outlook running for a delayed send. If you're using a PST, then you
will.
