Outlook 2003 Delegate doesn't get copies of appointments marked p.

Our delegates can propose an appointment for an executive and if it is not
marked private, they receive their normal delegate copy. If they mark the
meeting private, they do not receive the copy. This happens even though the
executive has allowed the delegate permission to see items marked private.

Is this a bug or is there some setting we're missing.
