outlook 2003 dialing rules

Have a third party faxing program that works with outlook and the address
books. The problem that I am having is that I cannot get the program to
dial and connect to long distance numbers that are set up as fax numbers in
my contact list. Our phone system has a long distance code that must be
entered (each is unique for each employee). How do I set up a rule or
configure the outlook contact list/fax number to use this code when it dials
the number ?
