Outlook 2003 didn't upgrade to Outlook 2007

When I upgraded my Office Small Business Edition 2003 to Office Professional
2007, Outlook 2007 didn't install. I've tried uninstalling and reinstalling
but that doesn't seem to work. I've looked for a standalone Outlook 2007 for
purchase and can't find one. How do I fix this problem?

Uninstall Outlook 2003, repair install Office2007 to include the missing
component, OL2007
