Outlook 2003 Distribution List Problem

I have just added 35 contacts that I want to combine as a Distribution List.
When I attempt to do this I get an error message of:

"The address list could not be displayed. The Contacts Folder associated
with this address list could not be oppened; it may have been moved or
deleted, or you may not have permissions."

My previous contacts (and I assume address list) were recovered for me after
my hard drive crashed. Could this have somthing to do with my problem?

It sure could but hard to say without knowing which method of recovering has
been used. The first step now is to check your pst-file for errors with
scanpst.exe.

Someone failed to configure your Outlook Address Book Service after your
data was recovered. You must have that configured before you can use DL's.
