true or not. I will report on this tomorrow after I have downloaded
another bunch of junk emails from my server.

Ok, lets just go with the basics:
The Safe Recipients list is the list of addresses that an incoming mail can
be TO. If an address is on that list and a message comes in addressed to
that address, it will never be marked as spam.
Now, you might ask, why in the world would I ever do that? Well, some
newsletters don't address to you. They address to, say,
(e-mail address removed). That newsletter could be 'spam' based on
the content analysis (url to non url content, obscene words, inline image
instead of text), but not be spam in your world because it's a news letter
you subscribed to.
Now, if what you want is *only* to receive mail from specific people that
you specify, you would need to:
a) On the options tab, set to Safe Lists Only.
b) On the Safe Senders tab, list the users who should be able to SEND you
mail.
Now, keep in mind, that if one of them ever mails you from a *different*
address, you won't get it.
If you would like to also configure it so that any mail sent *to* your
address specifically, add your address to the Safe Recipients tab. However,
any spam that is sent to that address *will* get in.
