Outlook 2003 DOES NOT block all emails except those on specified lists

I have set the Junk Email Options to "Block all emails except those on the
'acceptable senders' and 'acceptable recepients' lists and have added all my
contacts to these two lists. BUT I still get lots of Junk Email delivered to
my Inbox that the sender IS NOT listed on either list. Why? It appears that
this option does not work at all. Thanks in advance for any help, Jim.

The acceptable recipients list is specifically for recipients on inbound
messages, not for outbound.

The Junk Email that you're getting, is it either *to* or *cc*'d to an
address on the Acceptable Recipients list?

Also, out of curiousity, since I'm not 100% sure what could happen in a
certain scenario, do you have multiple servers setup pulling mail into
different pst files in the same profile?

f.h. Thanks so much for your response. You said: "The acceptable recipients
list is specifically for recipients on inbound
messages, not for outbound." I thought that I was using it in that manner.
I thought that if I added ALL my contacts (people/businesses that I want to
receive their emails if they send them to me) that Outlook 2003 would NOT
deliver any emails to my inbox unless the sender was listed. Am I thinking
right on this? To me, "Outbound Messages" are any messages that are sent out
from my Outlook 2003 email application.

You asked: "The Junk Email that you're getting, is it either *to* or *cc*'d
to an
address on the Acceptable Recipients list?" I can't answer this question
until I get some more unwanted messages as I just deleted 32 junk emails
from my junk emails folder this morning and I don't know if what you asked
is true of those deleted messages. But I will be getting more of them and I
will try to acertain if what you asked is true or not. I will report on this
tomorrow after I have downloaded another bunch of junk emails from my
server.

On your last question the answer is NO, I do not have multiple servers setup
pulling mail into different pst files in the same profile?"

Ok, lets just go with the basics:

The Safe Recipients list is the list of addresses that an incoming mail can
be TO. If an address is on that list and a message comes in addressed to
that address, it will never be marked as spam.

Now, you might ask, why in the world would I ever do that? Well, some
newsletters don't address to you. They address to, say,
(e-mail address removed). That newsletter could be 'spam' based on
the content analysis (url to non url content, obscene words, inline image
instead of text), but not be spam in your world because it's a news letter
you subscribed to.

Now, if what you want is *only* to receive mail from specific people that
you specify, you would need to:
a) On the options tab, set to Safe Lists Only.
b) On the Safe Senders tab, list the users who should be able to SEND you
mail.

Now, keep in mind, that if one of them ever mails you from a *different*
address, you won't get it.

If you would like to also configure it so that any mail sent *to* your
address specifically, add your address to the Safe Recipients tab. However,
any spam that is sent to that address *will* get in.

Err, no, I'm pretty sure it's true. What I would suggest is that the
address you added is not the address that should have been added. So:

What did you add to the Safe Recipients list?
If you go into the Junk E-Mail folder, open the mail that shouldn't be there
(ie, the one you feel you added to the Safe Recipients list above), and go
to View - Options, scroll through the Internet headers field and compare the
line starting with To: to what you added to the Safe Recipients list. Is it
the same?
