Outlook 2003 does not Synchronise Fully

Setup
Outlook 2003 SP1 on Windows XP SP2 (NAI VirusScan 8.0.0) with Exchange 5.5
SP4 (Running NAI groupshield 5.0.1007.1)

Problem
For a number of users when using cached mode (or tying to sync an offline
folder), certain folders containing a large amount of email (inbox, sent
items) only seem to synchronise about 1% of the folder’s content.
Have also tried clearing down the entire OST folder to the same effect.
There is sufficient space on the partition for the OST.
