Outlook 2003 doesn't shut down properly, then won't reopen

I received a replacement computer from Dell with Office 2003 installed. Outlook does not shut down properly and I have to reboot to reopen the program. When the computer shuts down I always get a box that says "CiCerolWndFrame" program did not end properly and click to end the program. When I click on the Outlook icon to reopen (after rebooting) I get a dialog box that says Outlook did not open properly last time and I should open in Safe Mode. I have opened in Safe Mode and regular mode and can't tell any difference. Any help will be appreciated.
