Outlook 2003 E-mail accounts error

I just switched from dial up to DSL. I am using Outlook 2003 to download my
email. I have been unable to set up my new DSL email through Outlook. When
I click on Tools, EMail Accounts, I get an error msg, " The operation failed
due to a registry or installation problem. Restart Outlook and try again.
If the problem persists, please reinstall." I have uninstalled and
reinstalled Outlook twice and it hasn't helped. Any suggestions?
