Outlook 2003 Email Importance is (none)

With only one of my PC's running Outlook 2003, most incoming email is shown
as importance (none), instead of High/Normal/Low. Some however, come in as
"Normal" importance.

I normally group items by Importance, so these show in a "fourth" group
labeled (none). When I try to drag one of these emails to the "Normal" group
it "won't move". Dragging it to either the High or Low groups changes it's
classification as expected.

Can anyone tell me what's up?

I'd still like help with this problem; does anyone have any ideas?

I should also note that not all incoming mail has this "lack" of an
importance paramter; some comes in categorized normally.
