outlook 2003 enabling iCalendar format for internet recipients disabled

I'm using Outlook 2003/ Exchange 2003. The option that seems to enable
sending of iCalendar requests to internet recipients is grayed out.
Specifically under Tools | Options | Calendar Options | under the
Advanced options section the "When sending meeting requests over the
internet, use iCalendar Format" option is completely grayed out.

Is there a way to enable this option?

It's not available because Exchange 2003 handles the task of converting
meeting requests to Internet recipients to iCal.
