Outlook 2003 Error in line 297 upon launching the app and Memory error

One of my users is receiving the following error when launching Outlook
2003:
A Runtime Error has occurred.
Do you wish to debug?
Line: 297
Error: The specified module could not be found.

Now, some backround on the issue: Originally the user had Office XP and
Office 2003 both full versions installed on the PC - which is running
XP Professional. I had tried just removing Office XP and that didn't
work. So I removed Office 2003, scrubbed Office from the registry and
uninstalled any plug-ins that he was using for Outlook, rebooted his
PC, and had him log back onto the LAN and reinstall Office 2003 SP2
(all of the users at my company have administrative access on their
PCs), and try launching Outlook again. It launched, and I tried
readding his email profile (also corrupted) and the Email Accounts
button in Control Panel->Mail is not responding, even though you can
depress it. On top of that, I also received a couple of memory address
errors when trying to recreate the email profile, and they point to the
same memory address. I'm fairly certain that it needs to be reimaged,
but I want another opinion to see if I missed anything.
