Outlook 2003 error upon startup

I have had OL2003 working fine for a year on my laptop. Something changed a
few days ago. Of course, System Restore couldn't help me.

When I start Outlook, I get "Microsoft Office Outlook has encountered a
problem and needs to close" If I look at the error report data, I get

If I don't click send or don't send, I actually can work in Outlook although
I can't dismiss the error.
If I do one of those, a few seconds later I get the same error message plus
a checkbox on whether or not to restart Outlook

I have tried:
creating a new profile
/safe
/safe:3
/noextensions
renaming outcmd.dat
/cleanviews

Detect and repair isn't working

PLEASE HELP.

I did install OneNote 2007 Beta 2 but I think that is just coincidental.
