Outlook 2003/Exch Svr 2003 remotely?

I have a user that wants to run O2k3 on his home computer, not OWA

Is it possible to installed outlook 2k3 at home and remotely access an
exchange server 2003 box in Exchange server mode? Not pop or imap

I know a vpn would work, but the users internal ip subnet matches ours, so
no vpn.

Can it be done?
