Outlook 2003 - Exchange Instant Messaging

Greetings,
We're using Outlook 2003 on an exchange server of some sort.

During a LiveMeeting I was checking some Help info and stumbled across the
Microsoft Exchange Instant Messaging Service and Microsoft Windows Messenger
information.

I haven't been able to find out much about either and, given my company's
history, asking the IT guys will yield an answer more protective than
accurate. I'd like to raise the idea of using the exchange server's
messaging capability for our people, but before I do, how do I tell if our
exchange server is even set up for it? (This won't be a high enough priority
to get the IT guys to install/enable something that's not already been
accepted).

Is there a way for ME to tell if our exchange server even has messaging
enabled?
I tried Outlook > Tools > Options > Other > Enable the Person Names Smart
Tag and "Display Presence in the From Field" (but the second one keeps
'un-checking' itself). I also added an IM Address (computer login name @
ourdomain.com) and sent myself an e-mail, but the little icon didn't show up
in my e-mails telling me I'm available.

Perhaps WIndows Messaging works separately and we can use that, but I can't
find a Windows Messenger on my computer.

Any ideas????
