Outlook 2003 failing to start

When I try to open Outlook 2003 after having exited it will not respond to
open again. I have to restart to do so but then get the message: "Outlook
failed to start correctly last time. Starting Outlook in safe mode will help
you correct or isolate a start up problem in order to successfully start the
program. Some functionality may be disabled in this mode. Do you want to
start Outlook in safe mode?"

Although this problem by MS under article ID 298838 it certainly does not
offer a solution as to how to fix it.

Is Outlook exiting properly in the first place? Check processes in your
Task manager.
