Outlook 2003 Favorite Folders order not saved

Heyo, I'm using Outlook 2003 with all the latest updates. I have
Outlook configured to open 2 other mailboxes in addition to my own.
We are running in an Exchange environment.

I have several folders in the 3 mailboxes added to my favorite folders
listing. Whenever I open Outlook it puts my favorite folders that are
in the other mailboxes on top of my own mailbox favorite folders. I
try readjusting the order of the favorite folders list to put my own
inbox on the top, but everytime I open outlook it resets the order.
Any ideas why Outlook isn't remembering the order of my favorite
folders?
