Outlook 2003 foward rule wont work

I have a computer with outlook 2003 on an exchange
For some reason I can create all kinds of rules but cant create a forward
rule or redirect rule
I have tried to get other employees to try and they can’t also?

Why is this?

i can use the same rule home and it works (home is using outlook 2003 with
POP3 no exchange)

What kind of forward or redirect rule? If the rule is set to forward or
redirect to an EXTERNAL address, the problem is likely with the Exchange
Server; automatic replies, forwards, and Out of Office messages to the
Internet are disabled by default in Exchange Server:

Automatic replies and automatic forwards to Internet recipients are disabled
in Exchange 2000 Server and in Exchange Server 2003
