Outlook 2003 Freeze Reply/Forward

In a server enviroment, using terminal services, occasionally when clicking
reply or forward, hour glass appears and the user has to wait a minute or two
for the text box pops-up.
Most users refuse to use the Text Editor as there email editor (they want to
use Word).

IE also freezes at the same time that the email starts to freeze. If i kill
WinWord.exe IE will then come up.

I have install Office 2003 SP3 and it has made no difference. I have looked
thru the newsgroups and blogs and tried other 'fixes' but it has not resolved
my problem.

Any help would be GREATLY appreciated.
